(b) To regulate and control the piloting, anchoring, mooring, towing and docking of all vessels and watercraft in the Harbor District; (Amended, 1949.)
(c) To regulate and control the construction, maintenance, operation and use of any railroad, wharf, warehouse, or other facility, utility, structure, improvement or appliance used in connection with, or for the accommodation and promotion of commerce, navigation or fishery in the Harbor District; (Amended, .1949.)
(d) To regulate and control all dredging, filling and excavating in the Harbor District; (Amended, 1949.)
(e) To fix, regulate and collect rates, tolls, and charges for: (Amended, 1949.)
(1) The use of all wharves, warehouses, watercraft, ferries, railroads, and other facilities, utilities, structures, improvements and appliances, owned, controlled or operated by the city in connection with, or for the promotion and accommodation of commerce, navigation and fishery in the Harbor District; (Added, 1949.)

(3) Any other service provided and rendered by the Harbor Department; (Added, 1949.)
(f) To regulate and control all public service and public utilities operated in connection with, or for the promotion and accommodation of commerce, navigation or fishery in the Harbor District; to fix the proper license fees to be paid to the city by any person, firm or corporation operating any such public service or utility; and to fix and regulate the rates, tolls, and charges to be charged and collected for services furnished by any such public service or utility, to the extent that the power to fix and regulate such rates, tolls, and charges may be exercised by a municipal corporation, organized under a freeholders' charter, under the
